In response to the Official Dispatch from the Service of Labor, War Invalids and Social Affairs requesting the Ministry of Health’s guidance on a number of contents relevant to the conducting of checkup involving foreign elements as prescribed in the Circular No. 14/2013/TT-BYT dated May 06, 2013 by the Ministry of Health (hereinafter referred to as the Circular No. 14/2013/TT-BYT), Medical Service Administration has instructions as follows:
1. Pursuant to Clause 5 Article 1 of the Circular No. 14/2013/TT-BYT: “A person’s ME certificate that is issued by a competent foreign healthcare facility may be used in case where Vietnam and the country or territory issuing the ME certificate have concluded a mutual recognition treaty or arrangement and the useful duration of the ME certificate does not exceed 6 months from the date of issue. The ME certificate must be translated into Vietnamese and that translation must be authenticated.”
However, until now, Vietnam has not concluded a mutual recognition treaty or arrangement regarding medicine with any country or territory.
2. Apart from healthcare facilities eligible for conducting checkup involving foreign elements on the list enclosed with the Official Dispatch No. 1171/KCB-PHCN&GD dated October 28, 2014 by the Medical Service Administration, please update the healthcare facilities eligible for conducting checkup involving foreign elements from the list enclosed with this Official Dispatch./.
